去留欧盟将对苏格兰农业构成风险

         SCOTLAND - The EU referendum is the biggest threat facing British farming, Scotland’s Rural Affairs Secretary Richard Lochhead has warned. Leaving the EU could see UK farmers lose Common Agricultural Policy (CAP) direct support which is worth nearly £20 billion for this CAP period (2014-2020).

         Speaking at the prestigious Oxford Farming Conference, Mr Lochhead also called for changes to the farm and rural funding system but insisted reform should take place from within Europe.Mr Lochhead said, “Westminster’s in-out referendum on the EU is a £20 billion gamble with the future of Scottish and British farming. The CAP is a protective shield for UK agriculture. Leaving the EU would mean leaving the CAP. It would be folly to think the UK Government would fund farming at anywhere near existing levels from domestic budgets and so the EU referendum is the biggest risk to agriculture in this country.“

      苏格兰——去留欧盟的公投是英国农业面临的最大威胁,苏格兰的农村事务部部长理查德洛克海德(Richard Lochhead)警告说。离开欧盟能时英国农场主失去共同农业政策(CAP)的将近£200亿的直接支持,在此CAP执行期间(2014 - 2020)。

      在著名的牛津大学农业会议上,洛克海德先生还呼吁改变农业和农村资金系统,但他坚持认为改革应发生在欧洲。洛克海德先生说,威斯敏斯特去留欧盟的公投是一场关系苏格兰和英国农业未来的£200亿的赌注。CAP是英国农业的保护盾。离开欧盟意味着离开CAP。认为英国政府农业投资接近现有国内预算水平,那是愚蠢的,因此去留欧盟的公投是这个国家的农业面临的最大的风险。
