欧盟动物疾病项目的成本效益不清楚

　　EU - EU animal disease programmes do a good job of containing disease, but it is hard to tell whether they are cost-effective, concludes a new report from the European Court of Auditors.While there have been notable successes, such as decreases in the number of cases of BSE in cattle, salmonella in poultry, and rabies in wildlife, the auditors warn that some controls are not sufficient and some costs are unreasonably high.Member States health programmes to eradicate, control, and monitor certain animal diseases involved EU funding to the value of €1.3 billion between 2009 and 2014 to cover activities such as animal vaccination, testing, and providing compensation for slaughtered animals.

　　根据欧洲审计院最新一篇报告总结，欧盟动物疾病项目在遏制疾病方面取得了很好的成果，但是很难说清这些项目是否花费的有效。比如牛的疯牛病、家禽的沙门氏菌、野生动物的狂犬病，这些病例数目得到了削减。虽然有些项目取得了显著成功，但是审计者警告有些疾病控制并不完善，还有一些疾病项目成本莫名其妙偏高。欧盟成员国健康计划的目的是根除、控制和监控特定的动物疾病，在2009至2014年使用13亿欧元资金涵盖相关活动，比如动物疫苗接种、检测和为屠宰动物提供赔偿。
